Why a Cloud Readiness Assessment Comes Before a Cloud Migration

Companies that jump into cloud migration without a readiness assessment end up in one of two places: over budget with a half-finished migration, or back on-premises with a sunk cost they’d rather not discuss.

A cloud readiness assessment is a structured evaluation of whether your organization — your infrastructure, your applications, your team, and your budget — is prepared for the transition. It identifies the gaps that would derail a migration if you discovered them mid-project instead of before it starts.

This isn’t about whether cloud is theoretically better. It usually is. The question is whether your specific business is ready to make the move successfully, right now.

The Five Dimensions of Cloud Readiness

1. Infrastructure Readiness

Your network, hardware, and hosting environment form the foundation of any cloud migration. Assess:

  • Internet connectivity. Cloud-dependent operations require reliable, high-bandwidth internet. If your primary location runs on a single ISP connection without failover, that’s a prerequisite to fix first.
  • Network architecture. Is your network segmented and documented? Can you identify what traffic flows where? Migrating an undocumented network to the cloud means migrating its problems too.
  • Hardware dependencies. Some applications depend on specific hardware — legacy printers, specialized scanners, on-premises appliances. Identify these dependencies before assuming everything can move.
  • Current hosting. If you’re running servers in a closet, migration complexity is different than if you’re already in a co-location facility or hosting provider. Understand what you’re moving from.

2. Application Readiness

Not every application is a good cloud candidate. Evaluate each application against these criteria:

  • Cloud-compatible architecture. Modern web applications and SaaS tools migrate easily. Custom-built applications with hard-coded server dependencies, local file system dependencies, or proprietary database engines may require significant refactoring.
  • Vendor support. Does the application vendor support cloud deployment? Some legacy vendors explicitly don’t support their software running in cloud environments, which creates a warranty and support issue.
  • Licensing implications. Software licensing models sometimes change in cloud environments. Microsoft SQL Server licensing on AWS, for example, has different cost structures than on-premises. Map these before building your cost model.
  • Performance requirements. Applications with extreme latency sensitivity or high I/O requirements may perform differently in the cloud. Identify these workloads and test before committing.

Categorize each application:

  1. Move as-is — ready for cloud hosting with minimal changes
  2. Refactor — needs modification to run properly in the cloud
  3. Replace — better served by a cloud-native SaaS alternative
  4. Retain — stays on-premises for technical or business reasons

3. Security and Compliance Readiness

Cloud migration changes your security model. Controls that worked on-premises may not translate directly to the cloud.

Key questions for your cloud readiness assessment:

  • Identity management. Do you have centralized identity and access management? Cloud environments require strong IAM. If you’re still managing local accounts on individual servers, you need to solve this first.
  • Data classification. Do you know which data is sensitive and which isn’t? Regulated data (PII, PHI, financial records) may have specific requirements about where it can be stored and how it must be encrypted.
  • Compliance requirements. HIPAA, SOC 2, PCI-DSS, and state-level privacy laws all have implications for cloud hosting. Your chosen platform must meet your compliance requirements, and your configuration must implement them correctly.
  • Incident response. Your incident response plan needs to account for cloud-specific scenarios. A breach in a cloud environment involves different investigation tools and different vendor responsibilities than an on-premises incident.

A cybersecurity assessment often makes sense as a companion to the cloud readiness evaluation, ensuring you’re not migrating vulnerabilities into your new environment.

4. Team Readiness

This is where most cloud readiness assessments fall short. They evaluate the technology but not the people who will operate it.

  • Cloud skills. Does your IT team have cloud administration experience? Managing servers in AWS or Azure is fundamentally different from managing on-premises infrastructure. The concepts are similar; the tools are entirely different.
  • Capacity. Does your team have bandwidth to support a migration while maintaining current operations? Migrations always take more time than planned, and your help desk tickets don’t pause while you’re migrating.
  • Training plan. If your team needs cloud skills, what’s the training plan and timeline? Certification programs from AWS, Azure, and Google Cloud are good starting points, but they take time.
  • External support needs. Be realistic about whether you need a migration partner, a managed service provider, or a fractional CIO to provide oversight and fill skill gaps during the transition.

5. Financial Readiness

Cloud migration changes your cost structure from capital expenditure (buying servers) to operating expenditure (monthly cloud bills). This has implications beyond the technology budget.

Evaluate:

  • Current infrastructure costs. Calculate your true on-premises cost: hardware depreciation, power, cooling, floor space, maintenance contracts, and the labor to manage it all.
  • Cloud cost modeling. Build realistic monthly cost estimates for your workloads in the cloud. Include compute, storage, networking, data transfer, support, and management tools. Add 25% for the costs you’ll miss.
  • Budget structure. Is your organization prepared for the shift from CapEx to OpEx? Some companies, particularly those with CapEx-dependent tax strategies or investor reporting, need to plan this transition with their CFO.
  • Migration budget. The migration itself costs money — project management, potential consultant fees, testing, training, and the productivity dip during transition. Budget this separately from ongoing cloud operations.

Cloud Readiness Assessment Scoring

For each of the five dimensions, rate your organization on a simple scale:

  1. Ready — no significant gaps; migration can proceed
  2. Conditionally ready — gaps exist but can be addressed within the migration timeline
  3. Not ready — significant gaps that must be resolved before migration begins

If you score “not ready” in any dimension, that dimension becomes your pre-migration project. There’s no point migrating to the cloud with an untrained team, an incompatible application, or a network that can’t support cloud-dependent operations.

From Assessment to Action

A thorough cloud readiness assessment produces three deliverables:

  1. Readiness scorecard across all five dimensions with specific gap identification
  2. Remediation plan for any gaps that need to be addressed before migration
  3. Migration roadmap that sequences workloads based on readiness, risk, and business impact

This assessment typically takes two to four weeks depending on the complexity of your environment. It’s a small investment compared to the cost of a migration that stalls because nobody checked whether the foundation was solid.
